Does exactly what it says on the tin. It restores the functionality of the blink tag and it does it well. There's little to no performance issues regarding it in use (though I've only tested it in an example on W3Schools [I think], and not in the field). Overall, I think this is a great extension that is worth downloading, especially by those who like to explore older websites.
