The extension does not work under any circumstances. On Reddit, this extension only managed to block two GIF animations. This extension urgently needs an overhaul, as nothing has been done to this extension since 2020.

As others mentioned, it doesn't work. Using about:config -> image.animation_mode -> set value to "none" or "once" is much more effective.
